Works Minister: First phase of Pan Borneo Highway on schedule
Works Minister Baru Bian says the Pan Borneo Highway is on schedule and is now 35 per cent complete. — Picture by Mukhriz Hazim SEMATAN, Jan 26 — Works Minister Baru Bian today said that the first phase of the Sarawak's side of the Pan Borneo Highway is on schedule and is expected to be completed by 2021.He said the RM16.5 billion highway, stretching from Telok Melano in the southern tip of Sarawak to Miri over a distance of 786 kilometers is now 35 per cent complete.“Once the highway is completed,  it will boost the state's economy,  as there will be more developments such as construction of housing areas, commercial centres and opening up land for agriculture,” Baru said at the opening of the Telok Melamno-Sematan stretch of the highway here.Meanwhile Chief Minister Datuk Patinggi Abang Johari Openg who was also present said the state government will develop Telok Melano as a tourist centre in the southern tip of Sarawak.“We will upgrade facilities at Telok Melano as well as the nearby Sematan,” he said adding that the southern tip will be linked to Pantai Damai in Santubong, another tourist destination.Abang Johari said the state government will construct Rambungan bridge that will the southern tip with Santubong.The chief minister believed that the southern tip will attract tourists because it has Tanjong Dato National Park, Gunong Gading National Park and Samsunsam National Park.“The highway will connect industrial centres with towns, factories, commercial centres and ports. Moreover, it will become a catalyst for the development of Sarawak Corridor of Renewable Energy (SCORE),” he said.Baru added that the Sarawak's section of the highway involved the construction of 115 bridges, 25 multi-level intersections, three rest and service areas and six laybys.He said he himself led a team of officers from his ministry, state Ministry of  Communications and Transports and state Public Works Department made spot checks on the progress of the highway from September 29 to October last year.Baru said the construction of the highway itself has given jobs directly and indirectly to about 10,300 Sarawakians.He said over 83 per cent of contractors, vendors, consultants, and suppliers are also locals.Baru said the second phase of the highway, stretching from Miri to Lawas, is still under study.On the Telok Melano-Sematan stretch, he said it will boost the southern tip of Sarawak, with its golden beaches, national parks, and wildlife sanctuary, as major tourism destination.Construction of the stretch began on September 15, 2015 and completed on January 4 this year.The RM580 million 33-kilometre stretch involved the construction of six bridges, five inter-sections and roundabouts. RTS Link project behind schedule, says Singapore transport minister
Singapore Transport Minister Khaw Boon Wan visits Bukit Chagar, Johor to check out the progress of the RTS Link in April 2018. — Picture via Facebook/Khaw Boon Wan SINGAPORE, Jan 14 — The Johor Bahru-Singapore Rapid Transit System Link (RTS Link) project is behind schedule and not progressing well, said Singapore Minister for Transport Khaw Boon Wan.In a written reply to a parliamentary question on progress of the project, Khaw said the RTS Link Bilateral Agreement (BA), signed by Singapore and Malaysia in January 2018, set out certain milestones to track the progress of the project.Based on the BA, the joint-venture company (JVC) comprising Singapore’s SMRT and Malaysia’s Prasarana Malaysia Bhd should have been constituted by June 30, 2018, and the JVC should have been appointed as the RTS Link operator (OpCo) through a Concession Agreement (CA) with Singapore’s Land Transport Authority (LTA) and the Malaysian government by Sept 30, 2018.“However, these milestones have been missed,” said Khaw.Over the past few months, he said Malaysia has indicated that it was considering replacing its JV partner, but has delayed confirming the matter – first until September 2018, then until December 2018 and most recently on Dec 28, 2018, it requested to be given until Feb 28, 2019 to confirm the JV partner.“As a result of these delays, the JVC has not even been incorporated to date, let alone signed the CA,” he said, adding that Malaysia has also unilaterally suspended bilateral discussions to appoint the OpCo since August 2018, pending its confirmation of the JV partner.According to Khaw, under the BA, if by the original deadlines the JVC has either not been incorporated, or not been appointed as the OpCo, then both countries are obliged to jointly call a fair, international and transparent open tender to appoint the OpCo, unless both governments mutually agree to postpone these deadlines.In line with the intent of the BA, Khaw said Singapore prepared and sent draft tender documents to Malaysia in November 2018 for comments.Khaw noted that there is urgency to this as, based on Singapore’s calculations, the open tender needs to be called by March 31, 2019 so that, as agreed under the BA, the appointed OpCo can procure the Thomson-East Coast Line (TEL) core systems for the RTS Link before these procurement options expire.“However, to date, we have not received Malaysia’s response to the draft tender documents,” said the minister.There is therefore a real risk that Singapore and Malaysia will not be ready to call a joint open tender by March 31, 2019, which may in turn result in the appointed OpCo not being able to procure the TEL core systems before the TEL procurement options expire, he said.Khaw stressed that Singapore has been diligent in implementing the BA.LTA has assembled close to 70 staff, including civil and systems engineers to implement the RTS Link, he said.“We have called civil tenders to construct the RTS Link infrastructure, including Singapore’s RTS Link Woodlands North station, and our portion of the RTS Link crossing bridge,” he added.The minister noted that Singapore remains fully committed to implementing the RTS Link Project and fulfilling its obligations under the RTS Link BA.“We have also been reasonable and flexible, because we understand Malaysia’s circumstances following its May 2018 general election,” he said.However, he said missing the agreed deadlines in the BA to appoint the OpCo and thereafter failing to engage with Singapore to take steps to jointly call an open tender to appoint the OpCo has serious implications.Khaw highlighted that the BA is an international treaty that is binding on the countries that signed it, regardless of any changes in the government.The BA makes clear each country’s responsibility towards the project, and the consequences of not meeting these responsibilities, he said.“We will continue to take a constructive approach to move the project forward. As Malaysia knows, the RTS Link was envisioned to be a joint effort to ease congestion at our land checkpoints and boost transport collaboration.“Unfortunately, as a result of these delays, the commencement date of RTS Link services will likely be delayed beyond the original target of Dec 31, 2024,” he said.  — Bernama [...]

Sony to unveil Xperia XA3 lineup ahead of schedule

Though a collection of Sony products is already on the docket, this exclusive event suggests that the Xperia XA3, too, made the list.While smartphone manufacturers typically wait for the Mobile World Congress to debut their newest devices, Sony has given us good reason to believe that the upcoming Xperia XA3 and Xperia XA3 Ultra will launch as early as January 7 at the company’s recently scheduled CES 2019 press conference.On Tuesday, the company sent out ‘Save The Date’ invitations briefly describing the purpose of the January 7 event: “Leadership from across the Sony Group will discuss Sony’s initiatives to connect users and creators through creativity and technology.”We know that Sony is planning on launching a 5G device in early 2019 which will most likely be the successor of the Xperia XZ3. That model is expected to be the one to launch in Barcelona at the Mobile World Conference. Naturally, the XA3 models, which will likely only support 4G and lower mobile standards, are predicted to make an appearance first. Since Sony has clearly expressed its focus on 5G in 2019, this model could be the final one not to support the newest standard.Beside the likely XA3 lineup launch, CES 2019 may also bring a small handful of other smartphone releases like Samsung and Huawei’s foldable handsets, though neither have been confirmed. The Mobile World Congress, on the other hand, is destined to bring far more new smartphones. The Bar Awards 2018: Top 10 bars in KL, and full schedule of events
The Bar Awards’ Top 10 lists of best bars and bartenders in Kuala Lumpur has been revealed, with the eventual winners to be revealed in an awards ceremony on Nov 25, the finale to a week-long programme of events (full schedule below). Last year’s winner for Bar Of The Year, Coley Cocktail Bar, makes the list once more, alongside former winners JungleBird (2017’s Best New Bar) and Taps Beer Bar (2017’s Best Beer Bar), perennial favourites The Vault, 61 Monarchy, Hyde and PS150, as well as new entries into the KL bartending scene like Bar Trigona, Joloko and Pacific Standard Bar. Bar Trigona of Four Seasons Kuala Lumpur leads the way in terms of total number of entries in the Top 10, with nine in total, followed by Coley with eight and JungleBird with seven. Also, this year, for the first time ever, the awards have been extended to the Penang cocktail scene. Penang will get its own city-specific categories – Bartender of the Year and Bar of the Year, which will be voted on by a panel of Penang based judges.
